Y'know what system has very little strategizing? Sortition
I'm convinced that sortition would be the best way to represent a large group of people as a whole, at least over time it would generally represent those people accurately.
With no voting for who joins the legislative body, there's no campaigning, no inherent monetary advantages of joining a mainstream party. People can represent their own individual perspectives or at least join parties that suit their beliefs more closely.
