As for me, I'm on Suikoden II, which is a clear improvement over many aspects of Suiko 1, be it the story delivery, encounter design, or visuals. I'd even say that it make the first episode appear like a proof of concept.
The only thing I'd call worse so far is the "war mode". This facsimile TRPG is pretty slow and seemingly based on luck when it comes to inflicting damages to enemy units; I preferred how quick and streamlined things were in the first episode: armies standing on two sides, and a system of rock-paper-scissors to decide who strikes who.
Searched this out of curiosity and one of youtube video titles was 'The Best RPG You Never Played'. Saw the video mentioned Suikoden II is an actual sequel. Do you recommend the first before getting into the second?
Ideally, I'd say yes, to get the proper context and character development that the second game expects you to know in some instances. Aside from that, from where I am in the game right now, I don't think starting with Suiko II would be a problem.
it's worth to note that there's remastered versions of the first two Suikoden that will come out later this year, if you want to be patient about it ☺
