Seems like these great powers - USA and China - are both increasingly operating outside their national borders.

Nice to group the US, working with police in foreign countries to help protect endangered animals and helping US citizens, with China, working inside foreign countries to make sure Chinese citizens aren't disloyal to China. Feel free to bitch about US shitty behavior in foreign countries, lord knows they have left a trail of blood behind themselves, but this particular article isn't it and the parallels aren't there.

Very fair point.

USA has been doing this since the cold War. Business as usual, but still important to keep track of

I mean, this has been going on for hundreds of years, going back to the imperial and colonial eras of western power and beyond. Look at the Dutch/British East India Cos, the banana republics, etc. It's nothing new for larger powers to exert their influence on the developing world.

Very reminiscent of the cold war

the war on drugs shit that's also part of this system is dumb, but helping local police by picking out the most honest cops to fight animal poaching and human trafficking isn't the most egregious thing ever
