A Texas company, featured in this 60 Minutes clip, has already been contracted by NASA to build roads and much more on the moon.

It's also possible to sinter lunar dust with microwaves, since lunar dust contains a small quantity of nickel-iron powder from pulverized meteors. There have been proposals to make roads with that process too.
