I think I saw some were going dark at like 7am this morning, so it may just not have happened yet.

as of right now, 6638/7265 subs are dark, so quite a few

Is reddark showing subreddits that meet certain requirements, or is this the whole list of all subreddits that made known they'll go dark?

It's the whole list from the /r/ModCoord wiki. Reddark has a link to its code at the bottom. In main.js on line 62, you can see a reference to this page. Can follow along further in the repo to see more of what it's doing but that's enough to identify the source at least.

I’ve seen several subs talking about just becoming private during the blackout, maybe that’s the case.
