It was supposed to be borderline, ie 18+ models who just looked like they were underage. However there were lots of underage girls posted on there, and indeed the word literally means "a tempting but illegally underage girl" - they're bait, and if you try to do anything with them you'll go to jail.

Jailbait is a term usually applied to teen girls under the age of consent that the user of the term finds sexually attractive.

They are so desirable sexually that you would persue sexual relations with them regardless of the legal penalties that might be involved.

So, in classic blaming the victim terms, these girls are "baiting" you to wind up in jail, as if you are some zombified, helpless, spellbound victim that must satisfy your desire.

I think techbro doesn't really start until the 90s when people started seeing how colossally wealthy people like Bill Gates got, and decided to learn how to trick rich investors that didn't know anything about technology out of their money because "they could be the next Bill Gates" and rich old white guys didn't know any better.
