You can go to your local council meetings and/or petition your local gov to reduce street lighting.

This was easy in my case because the city council launched a public request for proposal to improve things in general. They took my proposal to turn off lighting in a few parks after closing time.

I argued citizens should be able to enjoy starry nights, and that it would protect birds/bats/insect. The lower energy bill was the cherry on top.
