The update that overhauls the core systems is going to be free, the expansion being sold is the phantom liberty new story with the president and Idris Elba. Just saying.

They did a bad job communicating this when they announced the DLC. Why wouldn't they want the press to talk more about that?

Because being angry gets more clicks, dunno, this was well known since the day the first trailer dropped.
