The problem now is the DOJ is Trump's. They needed to share it before the transition for there to be any hope of sidelining this unqualified and corrupt sycophant. No "ask for permission". Just do it. They're the DOJ, Congress is the oversight branch, give them the information. But instead they asked politely for a Trump representative to approve of something that would damage Trump.
