Is there any game where you learn the instructions as you play, but it does not make a huge difference if you already know them beforehand?

I played one once where the rules were just the cards in play, so rules were unknown and changed as you went, it was fun, with some strange twists, but I can't remember the name.

I think you're thinking of Fluxx! They have tons of different flavors of Fluxx - the one i own is Star Fluxx, which is just littered with non-branded sci-fi references.
