Piracy is more often then not a symptom of the problem rather than a problem itself.
For example, game piracy was much more common prior to steam as it was just much much more convenient to pirate at that time.
Before using a VPN, I was sent numerous letters from my isp to knock it off. It really depends on both isp and where you live. If you live in the US, my understanding is that it's the isp who can get sued for allowing you to pirate, so while they don't want to lose your money and will give you numerous chances, they will eventually cease to do business with you.
The linux server image worked without issue for me.
You might have to let jellyfin finish scanning your stuff though. First time takes a bit.

Lidarr works best with usenet. There are good dedicated private torrent trackers for music though.
