Marc Augé even called them "non-places", spaces without any sense of identity and belonging. Everything in there is just optimized for consumption and commerce. Malls are very specialised as you described, rendering them obsolete as soon as circumstances shift a little. Just speaks die the short-sightedness of their developers and the municipality that thought of them as a good idea.

Well... Maybe someone gets the idea to bomb cannabis seeds on police- or court properties in states that criminalise growing it. They could arrest or sure each other.
Meh,I tried it playing dead space and it wasn't working well. If course, it has less moving parts and the quality is great but the touch pads were a lot less responsive than regular analog sticks imho. But that may just be my personal taste.
The most obvious lever for that is a CO2 emissions price on the same level as the price for its removal. CRT are insanely expensive so an emissions price based on that is nicely arguable as long as they promote CRT and the high emissions price would accelerate the transition immensely.
Tax every single thing based on the CO2 equivalent emissions over its entire lifecycle and use those funds for an equal payout to every citizen to offset the social inequality of such a tax.
