To be honest, I find this equally stupid (or not) as handshakes being legally binding.
I wouldn’t trust third-party apps in this case, especially since you can’t completely prevent an app from accessing the internet.

It's probably a bit of both. The language (well, the compiler) enforces good practices and you need to think more about what you're writing and not just copy-paste snippets.
