Would it be fair to say that these restrictions were likely first introduced amid concern potential for abuse as performance enhancing by body builders and sports people, more than punishing gender variant people.

Yes, If this uses a vacuum (suction cup) to hold on, it would probably still need some minor credit card shimming.
Other idea a very fine high tungsten music wire with handles like a garrote (it could additionally have 12V passed through it to make it very hot), then you 'slice' the device off
