Is that what it's really being used for though? I think people are just downvoting content they don't want to see.
Problem is some people don't ignore it, they downvote it.
Twitch is basically unusable for me these days. Way too many ads.
I had the same issue earlier trying to post a picture. I got the forever spinning circle and wasn't able to post. I then tried posting the picture in a different community and it worked immediately. I'm assuming it's a bug.
Edit: Still having the same issue now. Can't post pictures or text on !feet@lemmynsfw.com
Hmm I tried to join a couple lemmy.ml communities at first and got the same message. I just assumed they wouldn't let me in without approval. Thanks!
Neither is lemmy.world but I'm not able to join !cat@lemmy.world for some reason. It says "Subscribe Pending".

Don't worry, I figured it out on my own. I just needed to subscribe to one of their communities and they approved me.
