I think it's more likely that it was better odds, and those that continued nomadic life died off at a much higher rate.

I've had this issue for a while now. I find that usually force closing the app, or on occasion, clearing the cache as well, will solve it.

But Bethesda has an ace up their sleeve, or rather, several aces up other people's sleeves? Anyway, mods. Not really anything Bethesda does themselves, but by being open to it, it makes their otherwise mediocre games down right awesome.
