YouTube ads are embedded these days and you aren't going to be blocking anything. Anyway, you're worried about PlayStation ads but not the millions of actual videos you can get to if you watch long enough and go down the rabbit hole.

They are talking about Elsa-gate, where YouTube suggests inappropriate content to children due to people making inappropriate content oriented towards children.
Ads aside, If you wish to protect your child from YouTube itself your best bet is to use your personal account or an existing adult account and be consistent in curating it. It is very, very easy to get into terrible content that's "for kids" very quickly
Pihole has not blocked YouTube ads for probably 5 years now.
