Maybe I'm not understanding something here, but why should Google have to pay the news outlets to provide links as search results? Wouldn't Google's search results give them a lot more visibility and generate traffic to the news sites, and in turn generate revenue? (Ads, subscriptions, etc.)

Not taking Google's side here but I don't understand what problem this bill is trying to solve.
