They are from the whole federation. (Unless you are in a community that has de-federated itself)

Supposedly instances can put it so there are no downvotes, only upvotes so i wonder how that works with this.

Also while i think votes should by default cover all of lemmy it would be cool to see instance and community subscriber votes seperately.

Yeah Beehaw has no downvotes so we can't see them

as mentioned we can't see them from Beehaw, but if you really want to see them you can just go to another instance and navigate from there to find the post and you will be able to see the downvotes if any. You dont even need to have an account there.
