I think they did this with the other ones, to help people migrate over. So as singles are released you know you're listening to the TVs, and if you want to listen to all of 1989 right now you know that the versions that are out are the TVs, so you don't have to listen to the whole album

If I'm understanding you correctly, I don't think that's the case. The Playlist has non-TV tracks (and a bunch of other tracks from other albums, some TV some not).
To me it feels like Clickbait
Oh then yeah, I'd say if Wildest Dreams is the TV and not the stolen version then that may be what they're trying to do, otherwise yeah is this some sort of "I made a playlist and got the most likes" thing?
Because yeah I definitely see a clickbait aspect now with the new cover, trying to rope people in before it actually goes live
