Oh alright, so I assume "fatigue" being at 0 means you're tired and full means you aren't?

Yeah. Instead of calling it "stamina" they call it "fatigue." It's been somewhat of a joke since back in the days of Morrowind. The way they use "encumbered" is also grammatically incorrect in the games.
