The mods didn't post for 2 years, it have to be moderated since r/Quebec will do a exodus here and will probably choose to go on /c/Quebec

If I understand, the Community Request community is made by the creator of Lemmy, he have access to every instance so he can change the moderators. Maybe i'm dumb and it's not the case, but I would not know where to ask on lemmy.ca for it

You're not dumb. You're probably a fellow reddit refugee, as am I, and things are not as straightforward in here as we were used to over there. We'll manage. I just hope the community grows.
