google didn't come up with passkeys. It's an idea that originated from the FIDO Alliance (of which google is A MEMBER).

Apple introduced iCloud Keychain / Passkey early 2021 at WWDC21. At the time Apple was working with FIDO Alliance to make Passkeys an official thing.
