I've heard tails is great for privacy and security, but just how good is it? On a scale of 1-10 where 1 is publicly accessible and 10 is a literal black box, how secure is tails? What are its limitations, from a security standpoint?

If used correctly, I'd say it's probably as secure as you're going to get short of airgapping. It's not a replacement for good OpSec, and as with all security, there is a trade-off in terms of usability.

Whonix is often a better choice, it has IMO the strongest protection against leaking data out via clearnet and really forces everything through tor. Theoretically, even malware on the whonix workstation VM can't figure out your IP address.
