The founders are Russian but the company HQ has never been located in Russia, even a quarter century ago when it was founded.

In the year 2000 they could've easily founded the company in Russia if they were patriots.

Unfortunately I have no idea where they live personally and whether they're funneling any funds into Russia or not. The company itself has certainly done its best to distance itself from Russia despite having many Russian engineers.

No its not, it was founded in Prague and moved then to Amsterdam. It never was russian.

In addition (from Wikipedia):

In response to the 2022 Russian invasion of Ukraine, the company suspended sales and R&D activities in Russia indefinitely as well as sales in Belarus.[18][19] JetBrains' Russian legal entity was liquidated on 21 February 2023.[20]
