If Windows 10 is enough, you can install it offline just fine if you disconnect the internet for the VM before starting the installer.

I'm not sure but I think the oobe command is specifically for windows 11 and so I don't know if it works on windows 10.
But I thought windows 10 still allowed for an offline account? Perhaps it depends on which edition you use, whether it's home or not? If you are invited to connect to your Microsoft account, is there below an option which says "sign-in options"? If you click it, there should be a way to an "offline account", is there?
Pretty sure you had to install Win10 without an internet connection to be able to create a local account
That could be, I was just remembering that you did not need to enter any specific terminal commands.
