Not sure what you mean.
So this Mayor is going to fund a violent assault on police using embedded CIA agents that will get swiftly put down by a militarized police force and then the local populace will try to stop the militarized police from leaving as they fear the violent gangs returning?
...can a mayor even use the CIA like that?
Just bus them all to New Mexico and call it a day.
