I don't think you can, some games in the MS Store have the Microsoft DRM, some games are UWP and not .exe and in the case of Fallout 76 I think they will use the Xbox service to run the multiplayer/coop. You could try to install via VM or install the MS Store app via Bottles(I don't know if it works).

If there was a way I’d love to find out so I can use my Steam Deck. I’ve googled around and haven’t found anything other then info on how to stream games if you have a game pass.
It's one of my only regrets from switching to linux full time last summer: the PC side of my GamePass Ultimate subscription is now useless because it requires Windows. I get it, but it still bums me out.
On the plus side, I prepaid using some crazy scam/exploit/deal/whatever from SlickDeals so it cost me like less than $100 for three years. And since I still use it on my Xbox regularly, I feel like it was still a... ... slick deal.
you could try to install it with wine? Thats the first place I would start researching
You didn't get a free copy of a game, you got a free limited license to a game. Sounds like it won' work outside the walled garden MS built.
I'm not sure why they did this but Prime Gaming is offering codes for Fallout 76 on PC and XBOX. I have no idea why they aren't offering it free via Prime Gaming but my guess is since MS owns Bethesda, they let Prime offer the code to drive traffic to their own store.
