i play a roll under system, i see this as an absolute win

With a plus 1 modifier.
In D100 systems that's usually good. You typically want to roll under a certain number to pass.
For example, if i have a 70% chance of sucess, i want to roll a 70 or under on a D100.
It's actually a much better way to visualize your odds than with a D20.
