I'm currently using Advanced IP Scanner but I don't think there's a way for it to show which devices are hogging the most internet. Is there better free software for this?

Grafana.

Install something to gather metrics from every network device, and ship to Grafana.

Or configure some monitoring on your router and ideally ship it to Grafana.

This type of data needs to be collected at the point all the traffic flows through.
I.e. your router/gateway.

I have a pfsense CE firewall, free, on an old mini desktop. The web-configurator has a traffic graph status page that lists every connected device's bandwidth in and out, updated every second. An overall LAN/WAN traffic graph too, of course.
