It's good to hear that they are against exclusivity they released the source code for the original Postal a few years ago so they really seem happy with fans enjoying their games however they can.
The first postal is free, only the remaster currently costs money for the first game.
Edit: No idea what the logic is for a third party charging for the Dreamcast version is though... maybe they have some sort of agreement with RWS
