I wonder how much the steam deck has to do with this increase, as the steam deck uses AMD and runs Linux.

A lot. But in general the leap mostly is in part of Valve. Their work with CodeWeavers in developing Proton made gaming easy on Linux. And AMD always had open drivers, which allowed people to optimize them. So it's a perfect marriage.
