Express interest to your landlords, electric utility, and local government about renewable energy. Some apartments have solar or wind installed, some utilities have the option to purchase electricity from renewable sources, and your local government can incentivize renewable energy installation.
As an individual any way you can substitute driving will be the biggest personal impact you can make. Biking, walking, or public transit if you can, or again expressing interest in being able to do those things.
