Why isn’t that translating into use, as conservative advocates have long promised would happen?

Because conservatives are notoriously bad at interpreting data, understanding the implications of their choices, and listening to critique?

If you had the choice between a free Nissan Leaf with free delivery, free charging, and taxes covered or half off a new McLaren what would you choose? The only people choosing the McLaren are those that were already in the market for a McLaren.
