I think you're missing their point.
Indy was always "it belongs in a museum" when its an intricate part of some foreign nations history. That museum always seemed to be British or US.
The point being they're just stealing their history back. A reverse Indy.
"It belongs to the culture it came from. Allow them to choose what to do with it. Perhaps they even have their own museums."

China actually does this - they steal back artifacts looted by colonial powers. There have been many high profile heists of museums where the only items taken were looted Chinese artifacts that the museum refused to return.

Where the bad guys are the CIA or FBI and they are being hunted down for overthrowing a government, there'd be a world of different locations and endless sequels.
Sounds about as fun as Indiana Jones, as long as it's done for fun and not just to make a statement.
