It should not take external pressure for us to look at ourselves, but that seems to be how things often move in India.

Encounter killings are Constitutional and institutional collapse. It is murder covered by all the institutions tasked with ensuring justice. Senior police, admin, courts, MLAs, MPs, the PM, SC, the President all become blind to it. Hell, they award murderers-in-uniform and make them famous. Have we ever known any govt to question why those charged with protecting the law break it most?
