That's a simple statement of current US policy. The US supports the status quo of limited independence of Taiwan under the government of China.
Mainly it's an attempt to not have to fight with China about technologies that are manufactured in Taiwan, while still keeping global access to that tech. As the US and other countries invest heavily in chip manufacturing though, it will become less and less important that Taiwan stay independent.
I can’t find much about Blinken’s statement outside of what Fox News and NY Post have reported. Even then, it’s not even quoting a full sentence from Blinken. I’d like to see what he said as a whole because it’s easy to take those comments out of context.

Looks like the Bloomberg article was about Biden calling Xi a dictator. They're not mad that it's true, they're just mad Biden said it. And of course Russia had to run to Xi's defense, because well, they know it's true of Putin too.
