More important question: Why Putin Refuses to Consider Ukraine's Need for Self-Defense

In the meantime (actually for 8 years before), the Ukraine need for Self Defense:

NEED (state during the war started, remember that while Ukraine was refused earlier, it was only revealed after war started)
