Does anyone else notice how upvotes for some posts and comments are (for example) jumping from 20 to 150 votes and vice versa within the matter of 30 seconds? I am seeing that numbers for posts and comments fly all over the place within mere seconds. Is this just a result of heavy user traffic? Or could it be bots?

I'm pretty sure it's a lemmy issue. I was in a thread that jumped from 2 to 250+ while I was replying. Refreshing the page brought it back to 2. This platform isn't the most stable or fleshed out yet.
